You see the Chinese have several HUGE projects going on and are buying up steel at an ungodly rate, and when the companies in the SE USA have commited to loading x numbers of this that and the other dimensions of steel on a cargo ship bound for China leaving at this hour of that day exactly they don't just ship it to another customer, they fill the commitment made to the Chinese. The Chinese projects, not to meantion several other Indo-Asian projects have been driving the price of steel up for several years, a few years prior to 9/11, and are also the worlds largest consumer of scrap metals from international industries, this doesn't count all the products now manufactured there for import which also eats into the world steel supply. Then there is the fact that much of the steel was examined by private industry metalurgist prior to smelting it into ingots for the ship building industry here in the US. The USS NY's entire bow is cast from 50% recycled steel from the WTC towers.
